“Review and approval processes specific to Fort St. John are now underway,” she added.Shopland said that this week, the City received approval for several water main projects: on 111th Ave. north of C.M. Finch School, 113th Ave. at 103rd St., and 77th Ave. at 90th St.He added that the only project awaiting approval from the health authority is the Local Area Service extension to the Tahltan Road, though he said that project had only recently been approved by Council. Northern Health spokesperson Andrew Palmer said that the engineer position, which is based in Prince George, has been open since the spring and will remain open until filled by a qualified applicant. She said that recruitment for the engineer position is ongoing, though all health authorities in B.C. consider the position “difficult to fill” since it is a professional engineer position.Palmer explained that Northern Health has been collaborating with other professional engineering services and other health authorities, using their engineers to help fill the gap and get projects approved.Despite this, approvals since the departure of the engineer have slowed. Shopland said that the City received approval for only one project – the water and sewer replacement along 92a St. – in the spring. In a post on his Facebook page last week, councillor Byron Stewart stated that City Council stressed to Northern Health that the current outsourcing meant that the limited time devoted to the City’s files created a serious backlog in construction projects in town.Palmer said that due to the backlog in permits, Northern Health has resorted to employing external contractors and prioritizing outstanding permits in order to get permits reviewed as quickly as possible. Ankara: Turkish President Recep Tayyip Erdogan’s ruling party suffered a major upset on Monday after local election results showed it lost the capital Ankara and Istanbul after a decade and half in power. Losing the country’s two major cities would be a stunning defeat for Erdogan, a former Istanbul mayor himself, whose ability to win at the ballot box has been unparalleled in Turkish history. Erdogan campaigned hard, portraying Sunday’s vote for mayors and district councils as a fight for the nation’s survival, but the election became a test for his Justice and Development Party (AKP) after Turkey slipped into a recession for the first time in a decade. The opposition CHP party candidate for Istanbul mayor, Ekrem Imamoglu, was leading by nearly 28,000 votes with most ballot boxes counted, Supreme Election Board (YSK) chairman Sadi Guven said. Imamoglu won almost 4.16 million votes while the AKP candidate, former premier Binali Yildirim, won 4.13 million. Both claimed victory in the early hours following a tight race for the country’s largest city after results showing them in a dead heat. “We want to start working as soon as possible to serve people,” Imamoglu told reporters on Monday. “We want to cooperate with all institutions of Turkey to quickly meet the needs of Istanbul.” In Ankara, opposition mayoral candidate Mansur Yavas had 50.89 per cent of votes ahead of the AKP’s Mehmet Ozhaseki on 47.06 per cent, Anadolu state agency reported, with 99 per cent of ballot boxes counted. “Ankara has won. The loser in Ankara is Ozhaseki, dirty politics has lost,” Yavas told supporters who were waving Turkish flags and setting off fireworks at a celebratory rally. But in a sign of possible turmoil ahead, AKP officials said they would challenge the alleged invalidation of tens of thousands of votes in both cities. AKP secretary general Fatoih Sahin said the party will appeal in Ankara, saying the gap between the candidates “will narrow down and I believe it will eventually turn into a positive result for us.” Speaking to supporters in Ankara after Sunday’s polls closed, Erdogan had said the election was a victory for the AKP, which along with its coalition partner, the rightwing Nationalist Movement Party, won more than 50 per cent of votes overall. The loss in Istanbul, analysts said, would be especially sensitive for Erdogan, who grew up in the city’s working-class Kasimpasa neighbourhood, and liked to tell AKP rank-and-file that victory in the city was like winning all of Turkey. “Istanbul is his heart, it’s really important for him, it is the first place they (AKP) started winning,” said Ayse Ayata, political science professor at Middle East Technical University in Ankara. “They have retained their 51 per cent majority in total, which is very important. Had they not, this would lead into a questioning of their legitimacy.” For his supporters, Erdogan remains the strong leader they believe Turkey needs and they tout the country’s economic development over the years he and the AKP have been in power. Rallying his base among more religiously conservative Turks, Erdogan had presented his opponents as enemies of the state, tarnishing them as tied to Kurdish militants of the Kurdistan Workers’ Party (PKK) who have fought a decades-long insurgency.
I must have visited Kerala more than a dozen times. Each time, I have stayed as a guest of either a luxury resort or in one of the famed Kerala homestay properties. Never did I venture to stay in Kerala’s many luxurious kettuvalams (houseboats) until my childhood friend Jacob Kutty urged me to try one of Kerala’s best backwater destinations – the shimmering Lake Vembanad, which happens to be one of Asia’s largest freshwater lakes. While there is no dearth of luxury hotels and resorts in God’s Own Country, the Kerala houseboat segment has provided a kind of shot-in-the-arm for Kerala Tourism and today, Kerala has carved a niche for itself as one of the world’s premier backwater cruise destinations, welcoming the discerning world traveller in a most unique way. Also Read – Oman – Beauty with an addressI hopped on an early morning flight from Kolkata to Chennai and from Chennai to Cochin. Around 3 pm, I reached Cochin. Jacob was there to receive me and we reached the magnificently appointed Kumarakom Lake Resort. The unprejudiced eye of the architect echoes in every nook and corner of the resort. Here, at the Kumarakom Lake Resort, the virtually impossible seems graceful and easy. Be it the ethnically designed Heritage Villas, Lake Villas or the marvellously luxurious Presidential Suites, the resort is a supreme adjustment to opportunity and local conditions. All attention has been concentrated on creating art, like one beautiful picture. Also Read – CANADA: A traveller’s delightI was told by the resident naturalist that the Vembanad Wetland system has been integrated into the list of wetlands of global importance in terms of wetland conservation and happens to be the largest of the three Ramsar Sites in Kerala. Vembanad Lake today has become a major tourist destination due largely to its ethereal and picturesque setting. As we ventured towards the impeccably conceived Kumarakom Tourist Village, which happens to be the most popular site on the shores of the shimmering lake, a sense of fulfilment engulfed me. For the benefit of travellers, the village offers a bewildering array of recreational pursuits like luxurious boat cruises, yoga & meditation, the famed Kerala Ayurvedic massage therapies, fishing to name just a few. In fact, the ingenuity of Keralites is admirable – from thoughtfully prepared itineraries to an amazing array of holiday experiences like tracing family history, eco-friendly initiatives and a one-of-its-kind cultural experience with the host community to name just a few. They have compelled the new-age traveller to not only embrace the backwater holiday but also herald the beginning of ‘Responsible Tourism’ in this gem of a tourist state. Being a travel writer, it was most refreshing to absorb the sheer enthusiasm of the support staff at the resort who would go that extra mile just to see you smiling and satisfied. Since I had limited time at my disposal, I preferred to remain within the resort premises to explore every nook and corner of this Eden on Earth. It was only in the evenings, with the red molten ball setting on the distant lake horizon, that I would venture to the impeccably designed luxurious houseboat of the resort, embark on a peaceful 1-1.5 hour night cruise, indulge on a few sips of my favoured tipple, have a sumptuous dinner on board and retire for the night in the king-size bed onboard the houseboat. To explore the nocturnal joys of the backwaters, the concept of ‘Backwaters by Night’ is becoming a rage in Kerala; and I must admit that the joy of viewing nocturnal creatures is thrilling. There was just enough ambient light, courtesy the moon, and pretty soon things got interesting. The expert boatman knew the backwaters by the tip of his fingers and he would often halt at the right places, by the edges of the lake. All sorts of nocturnal creatures: frogs and snakes, fish, large aquatic insects and other weird and wonderful things could be seen prowling in the shallows, right next to the shore. If it is spring or summer, a nocturnal symphony of frogs may be on display. After indulging and being thoroughly pampered on the kettuvallam (houseboat), I can vouch that it is one thing to be pampered in a super-deluxe hotel but quite another to spend time on the banks of Kerala! From the splendid luxurious isolation of Kumarakom Lake Resort, it was now time to appreciate yet another niche backwater holiday in God’s Own Country. We proceeded to the west of Kumarakom and soon figured out the gorgeously anchored Park Apsara, which has provided a new dimension to backwater holidays in Kerala – a touch of boutique hotel experience along with a harmonious blend of the famed European yachting spirit; a spirit of inquiry in nature’s lap, a spirit of discovery and bliss. The sophisticated Park Apsara is a pioneer project of India’s one and only 5-star boutique hotel chain – The Park Hotels. This luxurious cruiser is innovatively built on two levels by the renowned Dubai-based CDB Yacht Design. With eight elegantly designed rooms, an exclusive gallery, saloon and dining area, a sundeck and a fabulous seating area that offers breathtaking vistas of the ethereal backwaters of Kerala, one couldn’t have asked for more. The interiors are sophisticated and ooze luxury. I was particularly impressed with the harmonious décor and quality of food served in the lakeside restaurant that offers some of the most amazing culinary delights from Kerala along with a bewildering array of gastronomic delights from the world over. Every evening, to keep guests entertained, the cruise staff organises cultural shows on the vessel’s deck (vallom) that reverberate with Kerala’s rich heritage and culture. On the penultimate day of my stay, after lunch, which consisted of the quintessential Chettinad cuisine, cooked to perfection by the resident chef, I ventured to an adjoining hamlet; quaint as it was, would you believe, gorgeously dressed womenfolk who were busy preparing for Onam that was just a week away, came out with all guns blazing – singing local Kerala hymns and folk songs as rehearsal that sounded incredibly melodious. The manner in which the quality of life of the rural folks has improved alongside the preservation of nature and cultural heritage is impressive. Here in God’s Own Country, the slow-moving carts still ply on village roads, thatched hutments are in existence, joyful village theatres are active, cows and buffaloes are still being used in tilling the soil and popular folklore remains alive. Add to it the characteristic features of a sustainable backwater holiday option and you have all the makings of an Eden on Earth. The entire experience reminds me of Rishi Aurobindo’s immortal poem: When you and I, we played together, Who my playmate was I did not know. Without a fear, without a shame, Life in quiet ease did flow…

After United’s 5-1 victory at Cardiff City on Saturday, Gary Neville says it’s time the players put in the work and prove they can produce a consistent level of performance.Former United player Ole Gunnar Solskjaer came back to the club as interim manager after Mourinho was sacked last week Tuesday. He took charge of his first game away at Cardiff City on Sunday, and United produced an impressive performance in a 5-1 victory.Neville questioned whether the result was because of the team they faced or turning a new leaf under a new manager, but has called for hard work in order to finish strong this season.“There was an immediate bounce and impact from Ole, however, it was Cardiff and we need to see if they can do it over six months,” Neville told Sky Sports.Maguire says United need to build on today’s win George Patchias – September 14, 2019 Harry Maguire wants his United teammates to build on the victory over Leicester City.During the summer, Harry Maguire was referred to as the ultimate…“If they can do that then they will get the opportunity to play for the club next season. The outer pages have a tendency to be flat, so they slightly resist being bowed, and bowing happens because twice as many pages must fit between the books’ spines. This friction force starts off small, but the pulling amplifies it exponentially.More evidence supporting this explanation comes from performing the experiment with two books in which every other page has been removed, so that interleaving results in completely flat pages. These books can be easily pulled apart.Although the researchers did not specifically investigate methods to separate the phonebooks, their results may offer some insight into efficient separation methods. (Phys.org)—Many people are familiar with the friction enigma of two interleaved phonebooks, in which all of the pages of two phonebooks are overlapped, one by one, with the books’ spines facing outward. Trying to separate the books by pulling on their spines is incredibly difficult due to the massive amount of friction between the pages. A Mythbusters episode showed that the interleaved phonebooks are strong enough to lift a car, and that nothing less than two military tanks can separate them (while tearing many of the pages). “One way may be to blow some air from the sides while gently pulling them apart,” coauthor Elie Raphaël at the École Supérieure de Physique et de Chimie Industrielles (ESPCI), Paris, told Phys.org.The interleaved phonebook demonstration is important because it is just one example of many interleaved assemblies, and these are found in many diverse areas: surgical sutures, adhesive proteins, and the interactions between DNA and viruses all involve friction through interleaving sheets of some sort. Another more familiar example is the way that a sailor can tie a large ship to a dock post simply by wrapping a rope around the post several times. The friction between the loops of rope creates such a strong connection that no ship can pull it loose, and pulling only makes it tighter. The results may also have applications for controlling the friction in micro- and nano- scale mechanical devices. According to a group of scientists who have studied this puzzle, many of the simple explanations of this demonstration are wrong. For instance, one explanation often given is that the weight of the pages pushing down on the pages below them is what generates the large friction force, but this explanation fails to explain why the demonstration works equally as well when carried out in the vertical or horizontal direction. Now a team of researchers, Héctor Alarcón, et al., from France and Canada have developed a model that reveals how the amount of force required to pull the books apart depends on the number of pages, the page thickness, and the overlapping distance. These relationships were determined by performing dozens of carefully controlled experiments on a vertical pulling device. This model confirms what has previously been suspected: the harder that a person, car, or tank pulls on the books, the higher the frictional resistance. The researchers compared this “self-induced friction amplification” effect to the Chinese finger trap toy: when you try to pull your finger out of the loosely wrapped braid, the braid tightens around your finger, making it even more difficult to get off. DOI: 10.1103/PhysRevLett.121.026803Also at: arXiv:1804.02369 [cond-mat.mes-hall] Ordinary sound waves—small oscillations of density—can propagate through all fluids, causing the molecules in the fluid to compress at regular intervals. Now physicists have theoretically shown that in one-dimensional quantum fluids not one, but two types of sound waves can propagate. Both types of waves move at approximately the same speed, but are combinations of density waves and temperature waves. Citation: Unusual sound waves discovered in quantum liquids (2018, July 20) retrieved 18 August 2019 from https://phys.org/news/2018-07-unusual-quantum-liquids.html Explore further The physicists, Konstantin Matveev at Argonne National Laboratory and Anton Andreev at the University of Washington, Seattle, have published a paper on the hybrid sound waves in quantum liquids in a recent issue of Physical Review Letters.”One-dimensional liquids have fascinating quantum properties that have been studied by physicists for decades,” Matveev told Phys.org. “Quite surprisingly, we have been able to show that even such an essentially classical phenomenon as sound is also very unusual in these liquids. Our work implies that even the simplest classical properties of a fluid can be strongly affected by its quantum nature.”Although classical fluids generally support just one type of sound wave (a density wave), one exception is liquid helium. As a superfluid, liquid helium can flow without friction, which gives it the ability to flow up the sides of its container, among other unusual properties. Unlike classical fluids, superfluid helium supports two types of sound waves—a density wave and a temperature wave—which propagate at different velocities. As the physicists explain, in some ways one-dimensional quantum fluids are similar to superfluid helium, as both fluids support two types of sound waves. In other ways, however, they are quite different: instead of one sound wave being a density wave and the other sound wave being a temperature wave, the two sound waves each combine characteristics of both density and temperature waves. This hybrid nature of sound waves in one-dimensional quantum liquids is different than the nature of sound waves in any other fluid, including liquid helium. In addition, the scientists showed that the two hybrid sound waves propagate at nearly equal speeds, with the difference in speed depending on the temperature. In the future, the physicists expect that these hybrid sound waves can be experimentally demonstrated in long quantum wires or atomic traps, in which one-dimensional quantum liquids are known to exist. Jalpaiguri (WB): West Bengal Chief Minister Mamata Banerjee today stressed on a permanent solution for the problems plaguing the tea gardens in north Bengal and formed an expert committee to find out a solution. She said that the committee, under Chief Secretary Malay De, would submit its report after going through the problems at the tea gardens, thus help in finding out a solution. “I want a permanent solution for the tea gardens. Nobody has ever thought of any permanent solution regarding the problems, raging at the tea gardens, for ages. Even the Centre has failed to keep up to its promise, made prior to the last Assembly elections, about opening the closed tea gardens,” Banerjee told reporters here at the Uttarkanya. She also held a meeting senior ministers such as state Labour Minister Moloy Ghatak, Arup Biswas and senior officials of her government. The state government also proposed a daily wage of Rs 176 for the tea garden workers pending finalisation of the minimum wages. This year the state government had announced two interim hikes of Rs 17.50 and of Rs nine, taking the daily wage to Rs 159. Microsoft announced a new game streaming project for Xbox yesterday, namely, Project xCloud. Microsoft is not the only one who has rolled out their game streaming service, Google announced a new experimental game streaming service, namely, Project Stream, last week, that lets the users play Assassin’s Creed in Chrome among other things. Project xCloud is a game streaming technology that enables existing Xbox users to play on any device that they want to without being limited to a particular device. This means gamers can choose either console or PC depending on their preference. Mobile-only players can also access the worlds, characters and immersive stories that they haven’t been able to experience before on a mobile. Project xCloud provides gamers with plenty of options and does so without altering the performance and experience of the game. “Our goal with Project xCloud is to deliver a quality experience for all gamers on all devices that’s consistent with the speed and high-fidelity gamers experience and expect on their PCs and consoles”, mentions Kareem Choudhry, Corporate VP, Gaming Cloud, Microsoft on the announcement page.” Microsoft Microsoft admits that Cloud game-streaming is a “multi-faceted, complex challenge”. In order to provide high-quality experience across different devices, it is crucial to watch out for obstacles, such as low-latency video streamed remotely, and support for a large, multi-user network. “With our nearly 40 years of gaming experience starting with PC, as well as our deep experience of being a platform company, we are equipped to address the complex challenge of cloud game-streaming”, mentions Choudhary. Microsoft had been working on Project xCloud over the past few years and aims to bring the public trials of this project in 2019. Moreover, Microsoft wants to make it easy for developers to bring their content to Project xCloud and deliver an amazing experience to the existing Xbox players. Developers will be able to deploy and dramatically scale to hundreds of millions of users across all devices on Project xCloud with no additional work. Microsoft has data centers in 54 Azure regions and services available in 140 countries, meaning that Azure has the scale to offer great gaming experience for players worldwide, regardless of their location. “We’ve enabled compatibility with existing and future Xbox games by building out custom hardware for our datacenters that leverages our years of console and platform experience. We’ve architected a new customizable blade that can host the component parts of multiple Xbox One consoles, as well as the associated infrastructure supporting it. We will scale those custom blades in datacenters across Azure regions over time”, writes Choudhry. Project xCloud was tested yesterday by Microsoft. The test was carried out on different devices (mobile phones, tablets) paired with an Xbox Wireless Controller through Bluetooth. As of now, the test experience is running at 10 megabits per second. Microsoft is also developing a new, game-specific touch input overlay that offers a maximum response in a minimal footprint to players wanting to play without a controller. Additionally, Project xCloud makes game streaming possible on 4G networks. “We are looking forward to learning with you during our public trials next year and sharing more details as we continue on this journey to the future of gaming with you at the center”, says Choudhary. Tags: Alitalia, WTF Alitalia has gone bankrupt but at least they’re getting snazzy new uniforms << Previous PostNext Post >> Source: The Associated Press MILAN — Never underestimate the power of a new pair of shoes, or a brand new wardrobe for that matter. The bankrupt Italian airline, Alitalia, has commissioned the Alberta Ferretii fashion house to design new uniforms, the timing of which has raised a few eyebrows. The crew restyling comes as the Italian government evaluates binding offers for all, or part, of the airline with the intent of completing a sale by spring.Perhaps the airline is putting their best foot forward (in designer pumps, no less) to shake the stigma of bankruptcy?Alitalia has said the uniform update won¹t create any new financial burdens, and that it came at the request of cabin and ground crews for ‘greater comfort’.Ferretti has pledged to design a collection combining elegance with convenience to ensure that all personnel are “comfortable in each working environment and throughout any season.”The airline last updated its uniforms in 2016 with a burgundy-colored retro look for the first new uniforms in two decades.More news: Venice to ban cruise ships from city centre starting next monthAlitalia said the new uniforms should be ready by summer. Not as famous as the presidential airplane “Air Force One,” the modified limousine that transports U.S. President Barack Obama is practically a war tank. The armored – and always black – Cadillac often referred to as “Cadillac One” or “Limo One” includes an impressive ammount of security measures, among them, its own system of oxygenation and an armored structure able to withstand the direct impact of bombs, grenades and sniper shots. Bottles of the president’s blood are kept on board in case he needs an emergency transfusion.“The Beast,” as the Secret Service refers to the heavily armored vehicle, is driven by a chauffeur specially trained by the Secret Service in the most demanding of driving conditions, including escape and evasion and 180-degree “J-turns.” It is transported inside a C-17 Globemaster III from U.S. Air Force. The vehicle’s body has a 12 centimeters ballistic structure of steel, aluminum, titanium and ceramic to protect the base of the car in case of explosion of bombs or rolling granades. In addition, the gas tank is shielded, for preventing explotions from a direct impact. The windows are made of 12 centimeters of ballistic glass, and armour-plated eight-inch doors are the weight of a cabin door on a Boeing 757 jet.Tires are “run flat” and reinforced with kevlar, meaning that if struck, ballistic steel rims support the 10-ton weight of the car to escape at 60 miles per hour. The driver’s cabin has a communications center with GPS, fax, wireless network, and a laptop and satellite phone connected to the Pentagon, the CIA and the vice president office. The defense system has night vision cameras, pump-action shotguns and tear gas cannons. The presidential motorcade consists of up to 45 modified limousines escorting Cadillac One.Right behind The Beast, the USSS Electronic Countermeasures Suburban is used to counter nuclear, biological and chemical attacks. The number of vehicles depends on the risk level of the destination. In Costa Rica, seven vehicles likely will escort the Limo One.This is Obama’s second presidential visit to Central America after a meeting in El Salvador in 2011. Facebook Comments
When you picture the drug ketamine, you might think of that stoner you knew in high school or a bunch of people popping pills in neon-lit clubs. But do you ever picture a dentist’s office? Ketamine is often used as an anesthetic for procedures on people’s teeth. And it’s a multi-tasker. The Food and Drug Administration recently approved Spravato, a drug based on ketamine, called esketamine, to treat depression via a nasal spray. Here’s more about the FDA’s designation from The Verge:The drug must be administered as a nasal spray, patients must be taking another antidepressant at the same time, and it can only be given to patients who have (unsuccessfully) tried two antidepressants before. Most notably, people won’t able to pick up Spravato at the local Rite Aid. Spravato will only be available in certified clinics.Ketamine may not work for every patient, but for some, it may come as an enormous relief.About 12 to 20 percent of adults with depression don’t respond to other types of treatment or medication. That population is called “treatment resistant.”And some of the more commonly prescribed drugs, like Prozac or Trazodone, don’t have the efficacy we might hope for; studies show only around 37 percent of those who use these medications experience full remission.Journalist Alice Levitt is one of those treatment-resistant patients. And she finally tried ketamine. Here’s part of what she wrote for Vox about her experience:Each infusion lasted 45 minutes. After my first one, I had a nurse play the cast album of my favorite musical as the drip began. Instead of running wild, my mind became immersed in the music, albeit in a deeply dreamlike state. Each time, it took about 15 to 20 minutes after the effects of the treatment wore off for me to be able to open my eyes and start walking. Afterward, I was exhausted. The half-hour Uber ride home felt like hours as I longed for the warm embrace of a nap.Immediately after each treatment, I felt down. But by the time I woke up the next day, I was in less psychic pain and had more purpose. I would start the day on my long-neglected spin bike, feeling motivation that I’d lacked for months. Lunches with friends no longer felt like they existed just to show them I was still alive and making an effort to get out of the house. I was beginning to connect with the world outside my head again. I noticed myself smiling more. According to Shah, feeling the effects of ketamine within 24 hours of treatment is typical. “It is the most rapid-acting treatment for depression,” he said. After the final infusion, I had the initiative to start writing again. The following week quickly filled up with activities, both work and fun. I was living for the first time in months. It’s been three months since my last treatment, and I’ve even started to feel excited about my future. Shah says I am unlikely to need another dose — I was in the roughly 70 percent who achieve remission after one series of ketamine infusions. And while the research still doesn’t conclusively show that esketamine or ketamine causes depression to go away, the FDA said it approved Spravado because patients needed a new alternative. How do we treat an illness that affects millions of Americans?
