This special identification card will include the words “sex offender” in all capital letters which are orange in color. This special identification card is supposed to be carried on the person at all times by the holders. Failure to register and notify as a sex offender is an offence.Tazin Ardell Hill, a person who was convicted for sex offences, was being prosecuted for altering his official identification card to conceal his designation as a registered sex offender. He pleaded not guilty and filed a motion to quash the prosecution on the ground that the rules mandating such requirements are unconstitutional. Allowing his motion, the District Court held that the requirement that the offender have “sex offender” written on his official state identification is not the least restrictive way to further the State’s legitimate interest of notifying law enforcement. In Appeal, the Supreme Court considered the issue whether branded identification card requirement is determining whether this obligation amounts to government speech or compelled speech. Referring to various judgments, the court held that the obligation imposed is a compelled speech and should pass strict scrutiny. Justice Genovese said: “While the state certainly has a compelling interest in protecting the public and enabling law enforcement to identify a person as a sex offender, Louisiana has not adopted the least restrictive means of doing so. A symbol, code, or a letter designation would inform law enforcement that they are dealing with a sex offender and thereby reduce the unnecessary disclosure to others during everyday tasks. The sex offender registry and notification is available to those who have a need to seek out that information, while also not unnecessarily requiring disclosing that information to others via a branded identification. As Louisiana has not used the least restrictive means of advancing its otherwise compelling interest, the branded identification requirement is unconstitutional.”Justice Weimer, in his concurring opinion, noted that, the state offered no evidence proving that the branded identification card effectively alleviates any harm that might be inflicted on the public, or that it is the least restrictive means of furthering its stated interest.Justice Craig, in his dissenting opinion, observed that the requirement is not First Amendment protected speech. “The speaker is the government: the words are stamped by a governmental agency on a government-issued identification card in accordance with a government enacted statute. This is the embodiment of government speech.. A new AAA Foundation for Traffic Safety report indicates 88 percent of millennials (aged 18 to 25) admitted being involved in driving infractions in the past 30 days, earning the dubious distinction as the worst behaved U.S. drivers.These dangerous behaviors which increase the risk of accidents, included texting while driving, running red-lights and speeding. These findings come as U.S. traffic deaths rose to 35,092 in 2015, an increase of more than 7 percent, the largest single-year increase in five decades.“Alarmingly, some of the drivers believe their dangerous driving behavior is acceptable,” said Dr. David Yang, AAA Foundation for Traffic Safety executive director. “It’s critical that these drivers understand the potentially deadly consequences of engaging in these types of behaviors and that they change their behavior and attitudes in order to reverse the growing number of fatalities on U.S. roads.”In the research conducted among 2,511 drivers over 16, AAA found 88.4 percent of drivers aged 19 to 24 admitted to engaging in speeding, red light running or texting behind the wheel in the past 30 days include, compared to 68 percent of drivers over age 60.Traffic attorney, Michale Ramos of Miami, concurs with the report as he says over 70 percent of his clients who recently received traffic tickets mostly for speeding, running red lights and testing-while-driving offenses, were young adults age -20 to 35.According to AAA the report, drivers ages 19-24 were 1.6 times as likely as all drivers to report having read a text message or e-mail while driving in the last 30 days (66.1 percent vs. 40.2 percent). Drivers ages 19-24 were nearly twice as likely as all drivers to report having typed or sent a text message or e-mail while driving (59.3 percent vs. 31.4 percent).Regarding speeding offenses, drivers ages 19-24 were 1.4 times as likely as all drivers to report having driven 10 mph over the speed limit on a residential street. Nearly 12 percent of drivers ages 19-24 reported feeling that it is acceptable to drive 10 mph over the speed limit in a school zone, compared to less than 5 percent of all drivers.In the case of drivers who run red lights, the report found nearly 50 percent of drivers ages 19-24 reported driving through a light that had just turned red when they could have stopped safely, compared to 36 percent of all drivers.Nearly 14 percent of drivers ages 19-24 reported feeling that it is acceptable to drive through a light that just turned red, when they could have stopped safely, compared to about 6 percent of all drivers.“Too often we see what can happen as a result of underestimating risk while driving,” said Amy Stracke, AAA – The Auto Club Group managing director for traffic safety advocacy. “Change starts with our own behavior. We need to set a good example by following speed limits, putting the phone down and fully focusing on the task of driving.”

A women’s organisation in Arunachal Pradesh has sought a ‘one man, one wife’ policy for ending polygamy among resourceful tribal people in the State.The Arunachal Pradesh Women’s Welfare Society (APWWS) has also suggested the implementation of the Central Civil Services (Conduct) Rules in the State to stop polygamy and adultery by government employees, besides denial of tickets to men with “multiple wives” for rural and Assembly elections.The APWWS made the suggestions in a memorandum to Arunachal Pradesh State Commission for Women chairperson Radhilu Chai Techi during a programme to observe its 40th foundation day on Thursday.The organisation’s outgoing president Dipti Bengia Tadar said that rich and well-qualified officers in the State had been indulging in polygamy, causing distress to many tribal families.Arunachal Pradesh has 26 major tribes and scores of sub-tribes. Traditional tribal laws allow polygamy among certain tribes and associated disputes are usually settled by customary courts that are allegedly pro-men.The first district and sessions courts were set up only after December 2007 when the judiciary was separated from the executive in the State.The State women’s commission has demanded compulsory registration of marriages towards stopping polygamy and cases of domestic violence against women in Arunachal Pradesh.Ms. Techi and other members of the commission in June met Chief Minister Pema Khandu to apprise him of “hundreds of cases related to marriage” that the commission deals with.“Marital disputes remain unresolved or partially resolved due to lack of registration,” Ms. Techi said, asking the government to come up with a feasible Act under which all marriages are registered.Women’s rights activists say polygamous men usually take teenage girls from economically weaker sections of society as the second or third wife apparently to rescue them from poverty. Many of these young wives end up as victims of abuse and need to be rescued. Some are abandoned too. The APWWS has been facilitating the stay of such victims at safe homes.

Colombo: The Sri Lankan authorities on Monday enforced a six-hour countrywide curfew as communal violence continued to spread in the island nation in the latest fallout from the Easter Sunday suicide bombings, which killed nearly 260 people. “The curfew has been imposed from 9 p.m. tonight to 4 a.m. tomorrow,” a police spokesperson said. Earlier in the day, the police reimposed a curfew, few hours after it was lifted, on four towns of Kuliyapitiya, Bingiriya, Dummalasuriya and Hettipola in the north western region till 4 a.m. tomorrow following a communal clash in the area. Dr. Vernon noted that of the 839 persons currently employed, 232 are full time, 408 part time, 199 seasonal and others assist, based on the need. “Currently, there are 138 active projects happening in different communities and these Local Economic Initiatives (LEIs) have a capital layout of $530 million,” he pointed out.He informed that 32 per cent of these community businesses are from the agro-processing industry, adding that there is a heavy use of agricultural produce and raw materials from these produce to make secondary products, such as pastries, sauces, jams, pickles, chocolate and other confectioneries, juices and wines. Another 29 per cent of the community businesses are poultry, and the remaining are manufacturing, art and craft, fashion and community tourism.Dr. Vernon said if all communities take the Local Government and community-based approach to economic growth, such as the LEI, this will improve employment in the country.He called on members of the public to embrace the Local Government Reform, which is a tool that will help them to participate in the decision-making and economic growth at the community and parish levels. The Refuge is advising anglers to “Please be careful as the high water is a bit hazardous.” The Upper Moose Range Meadows is located down Redoubt Ave. (and behind the Fred Meyer) in Soldotna. The boardwalk sits roughly 5 to 10 feet above the water so anglers will need to use a heavier weight to ensure their fly reaches the right depth quickly enough, and will not be able to use a very long leader.

As India got a giant new satellite launch vehicle that opened more commercial opportunities, the crew module–CARE (Crew Module Atmospheric Re-entry Experiment)–splashed down into the Bay of Bengal after it separated from the Geosynchronous Satellite Launch Vehicle(GSLV Mark-III).The successful test of the atmospheric re-entry of the 3.65 tonne unmanned capsule came around 730 seconds after the three-tonne rocket on its experimental mission lifted off at 9.30 AM from the Second Launch Pad of the Satish Dhawan Space Centre here. When you picture the drug ketamine, you might think of that stoner you knew in high school or a bunch of people popping pills in neon-lit clubs.But do you ever picture a dentist’s office? Ketamine is often used as an anesthetic for procedures on people’s teeth.And it’s a multi-tasker. The Food and Drug Administration recently approved Spravato, a drug based on ketamine, called esketamine, to treat depression via a nasal spray.Here’s more about the FDA’s designation from The Verge:The drug must be administered as a nasal spray, patients must be taking another antidepressant at the same time, and it can only be given to patients who have (unsuccessfully) tried two antidepressants before. Most notably, people won’t able to pick up Spravato at the local Rite Aid. Spravato will only be available in certified clinics.Ketamine may not work for every patient, but for some, it may come as an enormous relief.About 12 to 20 percent of adults with depression don’t respond to other types of treatment or medication. That population is called “treatment resistant.”And some of the more commonly prescribed drugs, like Prozac or Trazodone, don’t have the efficacy we might hope for; studies show only around 37 percent of those who use these medications experience full remission.Journalist Alice Levitt is one of those treatment-resistant patients. And she finally tried ketamine. Here’s part of what she wrote for Vox about her experience:Each infusion lasted 45 minutes. After my first one, I had a nurse play the cast album of my favorite musical as the drip began. Instead of running wild, my mind became immersed in the music, albeit in a deeply dreamlike state. Each time, it took about 15 to 20 minutes after the effects of the treatment wore off for me to be able to open my eyes and start walking. Afterward, I was exhausted. The half-hour Uber ride home felt like hours as I longed for the warm embrace of a nap.Immediately after each treatment, I felt down. But by the time I woke up the next day, I was in less psychic pain and had more purpose. I would start the day on my long-neglected spin bike, feeling motivation that I’d lacked for months. Lunches with friends no longer felt like they existed just to show them I was still alive and making an effort to get out of the house. I was beginning to connect with the world outside my head again. I noticed myself smiling more. According to Shah, feeling the effects of ketamine within 24 hours of treatment is typical. “It is the most rapid-acting treatment for depression,” he said.After the final infusion, I had the initiative to start writing again. The following week quickly filled up with activities, both work and fun. I was living for the first time in months. It’s been three months since my last treatment, and I’ve even started to feel excited about my future. Shah says I am unlikely to need another dose — I was in the roughly 70 percent who achieve remission after one series of ketamine infusions.And while the research still doesn’t conclusively show that esketamine or ketamine causes depression to go away, the FDA said it approved Spravado because patients needed a new alternative.How do we treat an illness that affects millions of Americans?
