The United States does less to conserve energy than most of the world’s largest economies and is putting itself at a competitive disadvantage because of it, a new report from the American Council for an Energy-Efficient Economy says.The International Energy Efficiency Scorecard measured efficiency efforts in the world’s 16 largest economies that together account for 81% of global gross domestic product and 71% of the global consumption of electricity.The U.S. was ranked 13th, with a total of 42 of a possible 100 points — better than Russia, Brazil, and Mexico but behind the rest of the world. The U.S. scored 23 fewer points than top-ranked Germany.“A country that uses less energy to achieve the same or better results reduces its costs and pollution, creating a strong, more competitive economy,” the report from the nonprofit group said. “While energy efficiency has played a role in the economies of developing nations for decades, cost-effective energy efficiency remains a massively underutilized energy resource.” Scorecard measures efforts in 31 areasThe authors used 31 separate metrics in four broad categories: transportation, buildings, industry, and national policy. Roughly half of the score is based on policies and half on quantifiable performance.The authors looked at such things as fuel economy standards for vehicles, efficiency standards for appliances, whether there was a national energy savings target, average miles per gallon for passenger vehicles, and the energy consumed per square foot of residential floor space.Germany had the highest individual score. Top-scoring countries in individual categories were China (buildings), Germany (industry), Italy (transportation), and France, Italy and the European Union (tied, in national efforts).“For every metric, at least one country (and often several) received full points,” the report says. “However, every country also has serious weaknesses, and the average score was just 50 points.”The authors said that the U.S. has made progress toward greater efficiency in recent years in such things as building codes, appliance standards, fuel economy standards for cars and trucks, and in voluntary partnerships between government and industry. “However,” they added, “the overall story is disappointing.”Progress here has been slow since the last scorecard was issued in 2012, they wrote, while efforts in Germany, Japan, China and other countries “are surging ahead.”“The inefficiency in the U.S. economy means a tremendous waste of energy resources and money,” the report says. Countries with higher scores — such as Canada, Australia, India, and South Korea — have a competitive advantage over the U.S. because it takes less energy there to produce and distribute the same goods.The report questions how the U.S. can compete globally if it “continues to waste money and energy that other industrialized nations save and can reinvest.”Among the report’s recommendations:Congress should pass a national energy savings target.National building codes should be stronger.The federal government should do more for education and training in manufacturing and industrial sectors.More should be done to promote energy efficient modes of transportation for both people and freight.

CALGARY – The National Energy Board is issuing a stern warning to the company building the Trans Mountain pipeline expansion for installing mats in streams to discourage fish from spawning where the pipeline is to be built.In a letter on its website, the regulator orders the company building the line from Edmonton to Burnaby, B.C., to stop installing the mats until it has obtained all approvals from the board to allow the start of construction in those areas.In a blog dated Sept. 12 on the project website, Trans Mountain describes the “innovative use of snow fencing” in streams to protect spawning salmon and trout.It says its biologists had temporarily laid plastic fencing on the bottom of some sections of five streams through mid-August 2017 in preparation for pipeline construction there in early 2018, adding it had identified a total of 26 streams in British Columbia and Alberta where the mats would be used prior to spawning season.In an email, Trans Mountain spokesman Ali Hounsell says the spawning deterrents were considered a “preventive measure” to minimize environmental impacts of construction, adding the company is working on a response to the NEB order.Greenpeace Canada energy strategist Keith Stewart says it’s hard to believe that Trans Mountain owner Kinder Morgan didn’t know or failed to check to see if its anti-spawning strategy was allowed.
VICTORIA – British Columbia’s labour minister has appointed an economist to lead a commission to advise the government on boosting the province’s minimum wage to $15 an hour.Prof. Marjorie Griffin Cohen of Simon Fraser University will chair the Fair Wages Commission, which also includes Ken Peacock, vice-president at the Business Council of British Columbia, and Ivan Limpright, president of the United Food and Commercial Workers Union.The commission is expected to deliver a report with a timeline to raise the minimum wage within 90 days of its first meeting.The New Democrats had previously set a deadline of 2021 to raise the minimum wage but Labour Minister Harry Bains said that will now be up to the commission to determine.“We want to de-politicize this whole process so that they consult with small businesses, consult with workers, consult with the community leaders to make sure that they come back with the recommendations that will give small businesses at least a gradual, predictable, and common sense increases so they have certainty to adjust their cost of labour over a period of time,” he said.The NDP had promised to increase the minimum wage to $15 per hour but after forming a government it agreed with the Green party to set up a commission that would oversee regular rate reviews.The commission will also review wages of liquor servers and agricultural workers that are tied to separate rates.Bains said the commission has also been asked to report on closing the gap between the minimum and living wage, which varies between communities.Cohen said average hourly wages in B.C. are lower than the national average.“These low wages have contributed to growing inequality and poverty for many working people and their families,” she said.The commission has a budget of $490,000 over two years, which will largely fund travel and consultations.

On other hands, Delhi Congress chief Sheila Dikshit has written to party president Rahul Gandhi and Sonia Gandhi saying forging an alliance with the AAP for the upcoming Lok Sabha polls in Delhi will harm the party in the long run. In the letter, Dikshit and working presidents Haroon Yusuf, Devender Yadav and Rajesh Lilothia protested a recent phone survey to gauge workers’ mood on the alliance. Dikshit and the working presidents have urged the Congress chief not to have an alliance with the AAP, saying it will harm the party in the long run, said a Delhi Congress leader. AAP leader Sanjay Singh said after meeting Pawar that with the Constitution, democracy and the country in ‘danger’ under the Modi government, attempts should be made by all opposition parties to unite and come together to fight it out. “The party can be saved later … there will be enough time to save the party. Right now the attempt should be to save the country and democracy, which is in danger due to the Modi government,” he said, without giving details of his meeting with Pawar. Meanwhile, Aam Aadmi Party on Tuesday stated that it will not have any pre-poll alliance with Congress in Delhi and will contest all seven Lok Sabha seats alone. “This time we are really serious about it,” Delhi convenor Gopal Rai said when asked how serious the party is this time about its decision this time. “The indecision in Congress has killed our time for the campaign. We made all possible efforts for alliance but now there is no room for reconsideration,” Rai said.

Ankara: Turkish President Recep Tayyip Erdogan’s ruling party suffered a major upset on Monday after local election results showed it lost the capital Ankara and Istanbul after a decade and half in power. Losing the country’s two major cities would be a stunning defeat for Erdogan, a former Istanbul mayor himself, whose ability to win at the ballot box has been unparalleled in Turkish history. Erdogan campaigned hard, portraying Sunday’s vote for mayors and district councils as a fight for the nation’s survival, but the election became a test for his Justice and Development Party (AKP) after Turkey slipped into a recession for the first time in a decade. The opposition CHP party candidate for Istanbul mayor, Ekrem Imamoglu, was leading by nearly 28,000 votes with most ballot boxes counted, Supreme Election Board (YSK) chairman Sadi Guven said. Imamoglu won almost 4.16 million votes while the AKP candidate, former premier Binali Yildirim, won 4.13 million. Both claimed victory in the early hours following a tight race for the country’s largest city after results showing them in a dead heat. “We want to start working as soon as possible to serve people,” Imamoglu told reporters on Monday. “We want to cooperate with all institutions of Turkey to quickly meet the needs of Istanbul.” In Ankara, opposition mayoral candidate Mansur Yavas had 50.89 per cent of votes ahead of the AKP’s Mehmet Ozhaseki on 47.06 per cent, Anadolu state agency reported, with 99 per cent of ballot boxes counted. “Ankara has won. The loser in Ankara is Ozhaseki, dirty politics has lost,” Yavas told supporters who were waving Turkish flags and setting off fireworks at a celebratory rally. But in a sign of possible turmoil ahead, AKP officials said they would challenge the alleged invalidation of tens of thousands of votes in both cities. AKP secretary general Fatoih Sahin said the party will appeal in Ankara, saying the gap between the candidates “will narrow down and I believe it will eventually turn into a positive result for us.” Speaking to supporters in Ankara after Sunday’s polls closed, Erdogan had said the election was a victory for the AKP, which along with its coalition partner, the rightwing Nationalist Movement Party, won more than 50 per cent of votes overall. The loss in Istanbul, analysts said, would be especially sensitive for Erdogan, who grew up in the city’s working-class Kasimpasa neighbourhood, and liked to tell AKP rank-and-file that victory in the city was like winning all of Turkey. “Istanbul is his heart, it’s really important for him, it is the first place they (AKP) started winning,” said Ayse Ayata, political science professor at Middle East Technical University in Ankara. “They have retained their 51 per cent majority in total, which is very important. Had they not, this would lead into a questioning of their legitimacy.” For his supporters, Erdogan remains the strong leader they believe Turkey needs and they tout the country’s economic development over the years he and the AKP have been in power. Rallying his base among more religiously conservative Turks, Erdogan had presented his opponents as enemies of the state, tarnishing them as tied to Kurdish militants of the Kurdistan Workers’ Party (PKK) who have fought a decades-long insurgency.

OSU saw victory in just one of those games — a 10-2 win over No. 25 North Carolina — but the difficult schedule will help the team in the long run, sophomore outfielder Bri Betschel said.“I think it helps us know the ability we have with our team,” she said. “We’ve not always come out with what we’ve wanted, but at the end of the game we know that we can compete with these teams and that we can win the big games.”Though the Buckeyes are just 1-6 against ranked teams this season, they have taken care of business against inferior opponents thus far, losing just once to an unranked team with that lone loss coming to Louisville, which received votes in the latest ESPN.com/USA Softball poll.The same cannot be said of Maryland. (Phys.org)—A pair of professors, one with Charles Darwin University, the other Southern Cross University, both in Australia, has published a Comment piece in the journal Nature decrying the chaotic state regarding the classification of complex organisms. In their paper, Stephen Garnett and Les Christidis contend that failure to regulate taxonomy in the coming years could cause serious problems for conservation efforts directed towards preserving biodiversity. At the root of the problem, the authors point out, is that there is no single definition for the word “species”—they have found there exist approximately 30 definitions for the word, which allows scientists, politicians and other entities free reign to use it in whatever context they choose to meet their specific needs. But that, they note, puts at risk the validity of research efforts and provides fertile ground for those seeking to usurp conservation efforts for financial gain. They offer cannabis as an example: Some “species” offer the high users seek, while others do not—changing the classification could have legal ramifications both for those convicted of using it or going forward—should some species be legal and others not? There is also the case of killer whales—some have suggested breaking them into three distinct species, but if that happens, would all three remain protected from hunters? Another example is separating the Florida panther from the North American cougar. Doing so could allow those seeking to buy protected land in Florida for development purposes an opportunity if wording in state laws suddenly ceases to protect areas where the big cats live.What needs to happen, the authors suggest, is for a single body to take ownership of taxonomy—one capable of creating a definition for the words that are used to describe plant and animal groups. Kolkata: Annapurna Devi, renowned Sitar and Surbahar player and daughter of Ustad Allauddin Khan, died at Mumbai early on Saturday morning. She was 91-years-old.Chief Minister Mamata Banerjee tweeted: “Saddened at the passing away of Annapurna Devi. My condolences to her family and admirers.”Born in 1927 as Roshanara Khanshe, she was named Annapurna by Maharaja Brijnath Singh of the former Maihar Estate. She was married to Pandit Ravi Shankar in 1941 and they got divorced in 1961. Annapurna married Rooshikumar Pandya in 1982 when she was 55-years-old and he was 42. Pandya died of a massive cardiac arrest in 2013 at the age of 73.Annapurna Devi had performed with Pandit Ravi Shankar in Kolkata.
