The complaint contains no indications that he was actingin a threatening or suspicious manner. Any actions he took were to cover anewsworthy event, not interfere with the workings of government.The West Virginia statute under which he was charged imposes a penalty if aperson “willfully interrupts or molests the orderly and peaceful process” of agovernment office; but at the same time, it acknowledges the importance ofrespecting First Amendment rights by adding that “any assembly in apeaceable, lawful and orderly manner for a redress of grievances shall not bea violation of this section.” W.Va. Code § 61-6-19. Under this statute,protected activities should not lead to an arrest, particularly when they do not even truly interrupt a government function. While the statute addresses an“assembly” for a “redress of grievances,” the same protections should be afforded tothose who are trying to inform the public about important matters.When it is clear that someone is engaged in newsgathering, Capitol Police officers mustrecognize the First Amendment rights at stake, as the West Virginia statute does, as wellas the public interest in the important work that reporters like Mr. Heyman do. If areporter is talking too loudly, an instruction to lower his voice may well be appropriateand reasonable. If someone who is clearly a reporter does breach a security line, shecould be held off or moved from her location without interfering with her ability to covera newsworthy situation. A more serious remedy like arrest would only be warranted if ajournalist clearly threatens someone’s physical safety. The statement was made during the annual INTERPOL General Assembly held in Rome. “We have to recover by force what was stolen from us,” said the Italian Police Chief, known for the excellent results in the fight against the Cosa Nostra Sicilian mafia. Later on, Manganelli held a bilateral meeting with the Colombian delegation headed by General José Roberto León Riaño, chief of the Colombian Police, to which the Italian official confirmed the “synergy” between both police forces. Both countries aim at signing a collaboration agreement to take advantage of the experience gained during the fight against the mafia. Every year, Italy confiscates thousands of millions of euros in assets from mafia organizations, such as mansions, luxury automobiles, yachts, art collections, businesses, warehouses, and houses. After a lengthy process, Italian Law allows the confiscated assets to be transferred to the State, which has the faculty of deciding over them, as in the case of land, which can be given away to nongovernmental and cooperative organizations for commercial use. The INTERPOL General Assembly brought together about 100 Justice, Interior, and Security ministers from all around the world to the Italian capital to discuss the criminal violence that has been manifested in all kinds of crimes, from human trafficking to terrorism. The four-day meeting (November 5 – 8) opened under the theme “Challenges for Police Facing Contemporary Criminal Violence,” and served as a discussion forum for over 1,000 delegates from about 170 countries to determine realistic strategies to effectively prevent, suppress, and confront the changing nature of violence and crime in the contemporary world. Other counties in the region have reported water covered roads.Area drivers are encouraged to review safety tips courtesy of the Indiana State Police:•Always carry a cell phone and charger.•Pay attention to local media reports and heed warnings issued by the National Weather Service.•Never drive around barricades at water crossings.•Be especially careful at night and early morning as it can be difficult to see water and it’s depth across the roadway.•Reduce your speed in rain and NEVER enter flowing water. Driving through water creates less tire contact with the road surface (hydroplaning) and increases your chance of crashing.•Driving through water affects your brakes reducing their effectiveness until they dry out.•If you end up in water, immediately abandon your vehicle, exit through a window and climb on top of your car. Call 9-1-1 from there and wait for help to arrive. Ride the top like a boat, as vehicles will often float for several minutes.•Be aware that road erosion can occur anytime there is running or standing water on a roadway.•Remember it only takes six inches of water to reach the bottoms of most car doors and one foot of water to float most vehicles.If you find yourself stranded in water, act fast. Get yourself and everyone in your vehicle out of their seatbelt and out a window onto the roof of the car.Remember; call 9-1-1 after you reach the top of your vehicle. In addition to the juicy 10 hours-per-minute audio upload stat, the company now boasts a reach of 180 million users. Wahlforss won’t talk about revenue or the number of paying, premium subscribers, but he says the freemium model is working out.  The site’s massive overhaul coincides with the company’s other big strategic initiative: courting radio programs and other audio content providers beyond the musicians, DJs and remix artists who have populated the site from day one. This summer, SoundCloud hired public radio vet Jim Colgan to oversee content relationships, and the platform is increasingly beloved by journalists. The company stops short of using the term “radio” in its marketing efforts, but you can see how SoundCloud could slowly carve out a key role in that medium’s future. SoundCloud Grows Into a Truly Social PlatformContinuous playback is nice (and some might say, now a fairly standard feature on music sites), but it’s not enough to keep people tuned in. The content is provided for information purposes only. © 2015 Phys.org Mythbusters’ recap of pulling apart two interleaved phonebooks. “The extreme friction of the system is due to the operator,” the researchers explained. “The person, car, truck, or tank will amplify the friction arising from a tiny force acting on the outermost pages of the stack that may be no more than the weight of a butterfly.”The scientists explain that this tiny force on the outermost pages originates from the paper’s elasticity. The outer pages have a tendency to be flat, so they slightly resist being bowed, and bowing happens because twice as many pages must fit between the books’ spines. This friction force starts off small, but the pulling amplifies it exponentially.More evidence supporting this explanation comes from performing the experiment with two books in which every other page has been removed, so that interleaving results in completely flat pages. These books can be easily pulled apart.Although the researchers did not specifically investigate methods to separate the phonebooks, their results may offer some insight into efficient separation methods. Trying to separate the books by pulling on their spines is incredibly difficult due to the massive amount of friction between the pages. A Mythbusters episode showed that the interleaved phonebooks are strong enough to lift a car, and that nothing less than two military tanks can separate them (while tearing many of the pages). “One way may be to blow some air from the sides while gently pulling them apart,” coauthor Elie Raphaël at the École Supérieure de Physique et de Chimie Industrielles (ESPCI), Paris, told Phys.org.The interleaved phonebook demonstration is important because it is just one example of many interleaved assemblies, and these are found in many diverse areas: surgical sutures, adhesive proteins, and the interactions between DNA and viruses all involve friction through interleaving sheets of some sort. Another more familiar example is the way that a sailor can tie a large ship to a dock post simply by wrapping a rope around the post several times. The friction between the loops of rope creates such a strong connection that no ship can pull it loose, and pulling only makes it tighter. The results may also have applications for controlling the friction in micro- and nano- scale mechanical devices. According to a group of scientists who have studied this puzzle, many of the simple explanations of this demonstration are wrong. For instance, one explanation often given is that the weight of the pages pushing down on the pages below them is what generates the large friction force, but this explanation fails to explain why the demonstration works equally as well when carried out in the vertical or horizontal direction. Now a team of researchers, Héctor Alarcón, et al., from France and Canada have developed a model that reveals how the amount of force required to pull the books apart depends on the number of pages, the page thickness, and the overlapping distance.
