Alejandro Garcia Padilla. Tuller is chief of the transportation bureau for the New York Police Department.The governor introduced Tuller at a news conference Monday in San Juan. Tuller was born in New York but lived in Puerto Rico as a child. He has had a long law enforcement career in New York.
